Recognizing the diverse needs of stakeholders globally to fully understand and contribute to the realization of GCED, APCEIU has entered into partnership agreements on GCED with institutions from various backgrounds. 

APCEIU, together with Korea National Open University (KNOU), Open University of Malaysia (OUM) and Hanoi Open University (HOU), signed an agreement on the establishment of an International Network on Sharing Knowledge and Experiences of Distance Education in Higher Learning (hereafter, the “Network”) to facilitate a cooperation programme within the framework of UNESCO’s University Twinning (UNITWIN) Programme. APCEIU holds hands with the partner universities of the Network to further facilitate the promotion of Global Citizenship Education (GCED) in higher education institutions for distance learning in the Asia-Pacific region.

On 19 January 2017, partner organizations and UNESCO signed an agreement forming the Network and to facilitate the said cooperation programme. The signing parties of the agreement agreed on the following:  ▲Promote an integrated system of research, training, information and documentation activities on distance education in higher education,  Share experiences in distance higher education to achieve sustainable development of education and understand global educational issues such as GCED,  Advocate for distance education by identifying challenges and supporting appropriate delivering methods, and Facilitate collaboration between the personnel of the institutions that are members of the Network. A work conference after the meeting identified the roles of the participating institutions and areas of possible collaboration through under the partnership network. 

On 24 January 2017, an MOU was signed between the Global Education Network for the Youth (GENY) and APCEIU focusing on GCED. GENY is an organization that promotes a global mindset among learners through education whose leadership includes educators such as Mr Lee Don-Hee, former Education Minister of the Republic of Korea. Both parties agreed to the following: Over-all cooperation for the realization of GCED,  Mutual cooperation on developing and implementing GCED programmes, and Mutual cooperation on the implementation of other identified programme areas. 

On 7 February 2017, an MOU was signed between the Korean Civic Education Institute for Democracy (KOCEI) and APCEIU for the promotion of GCED and Civic Education. Established in 1996, KOCEI is a public training institution that provides customized capacity-building training programmes promoting democratic citizenry through civic education. With the signing of MOU, both parties recognized the importance of promoting the two concepts together, highlighting the relevance of connecting both the local and the global through education. Both parties agreed to the following: Mutual cooperation in the promotion of GCED and Civic Education, Collaboration in the development and implementation of GCED and Civic Education programmes, and Mutual cooperation on the implementation of other identified programme areas. 

The concluded agreements are expected to contribute to the inclusive implementation of GCED programmes of APCEIU and the parties involved in the above-mentioned agreements. APCEIU will continue to closely collaborate with partners globally for GCED, in light of contributing to the realization of Education 2030 and the Sustainable Development Goals.
