The 2014 Global Education for All Meeting (GEM), which was the last global meeting of all EFA partners before the World Education Forum 2015 in the Republic of Korea, was held in Muscat, Oman from 12 to 14 May 2014. Co-organized by the Oman Ministry of Education and UNESCO, the three-day meeting was attended by 300 participants representing 50 delegations headed by Education Ministers, Sponsor Agencies of EFA, Global Partnership for Education, Bilateral and Multilateral Agencies, United Nations Organizations, Regional Organizations, Teaching profession Institutions, Civil Society Organizations, Flagship Initiatives in EFA, Private Sector, and Research Institutions.

Throughout the meeting, participants critically reviewed the progress in achieving the six goals of EFA based on the 2013/2014 EFA Global Monitoring Report, regional reports and other documents. 2014 GEM also provided a platform to discuss the post-2015 education agenda and the outline and elements of the Framework for Action to be adopted at the World Education Forum in 2015.

APCEIU had the privilege to co-organize one of the parallel sessions with the Korean Ministry of Education on Global Citizenship Education (GCE), which is currently one of the proposed seven targets prepared by the EFA Steering Committee. Under the title, "The Contribution of Global Citizenship Education to Quality Education and EFA", the session invited four panelists who gave insightful presentations on the latest developments of GCE initiatives and the key roles of GCE in promoting quality and relevant teaching and learning. It was followed by an active discussion evolving around the implication of GCE in the post-2015 education agenda. The session was led by Mr Arief Rachman (Executive Chairman of the Indonesian National Commission for UNESCO), who was the moderator, and four presentations were given by the following invited panelists: Ms Soo Hyang Choi (Director of the Division of Teaching, Learning and Content, UNESCO HQs); Hon. Jesus L. R. Mateo (Assistant Secretary of the Department of Education, Philippines); Ms Gry Høeg Ulverud (Deputy Permanent Delegate of the Delegation of Norway to UNESCO, Norway); and Mr Utak Chung (Director of APCEIU).
