유네스코 아태교육원은 주 유엔 대한민국 대표부, 주 유엔 카타르 대표부 및 유엔협회세계연맹(WFUNA)과 함께 지난 2017년 6월 19일, 유엔 본부에서 ’2017 UN 세계시민교육 세미나’를 개최했다.

“The Role of Global Citizenship Education in the 2030 Agenda and Beyond”라는 주제로 열린 이번 세미나에서는 유엔 대표부 대사, 시민사회 대표, 청소년 및 교사 등 세계시민교육과 관련된 주요 관계자 100여명이 참석해 인간의 존엄성, 상호이해와 존중, 평화 및 인권 등 국제사회의 근본가치 수호에 기여할 수 있는 글로벌 교육 아젠다(지속가능발전목표 4.7)로서의 세계시민교육의 중요성에 관한 심도 있는 논의를 진행했다. 

이날, 주 유엔 대한민국 대표부 조태열 대사는 현존하는 국제 이슈들 속에서 유엔의 임무를 실현하는 데 있어 세계시민교육의 중요성을 강조하며, “세계시민교육은 유엔이 지향하는 보편적인 가치와 비전들을 공유하고 실현하는 데 기여함”과 동시에 더 주도적이고 책임감 있는 시민을 양성한다고 언급했다. 그는 또한 “유엔의 총체적인 접근법의 중요한 요소로 작용하는 세계시민교육”은 “지속가능개발목표(SDGs)에 포함되는 것 이상으로 유엔에 기여하며 평화, 안보, 개발 및 인권의 연결성을 강화시키고 있다”고 덧붙였다. 

주 유엔 카타르 대표부 압둘라흐만 야곱 와이에이 알 하마디 (Abdulrahman Yaaqob Y. A. Al-Hamadi) 대사는 대한민국과 카타르가 공동으로 의장을 맡은 ‘Group of Friends on Global Citizenship Education’ 출범에 대해 언급하며, 유엔 회원국 및 주요 관계자들과 세계시민교육을 논의하는 장을 마련한 것에 대한 자부심을 표현했다. 또한 그는 “So-exist, Co-create, Learning to Live and Work Together”라는 주제로 올해 11월 14일부터 16일까지 카타르 도하에서 개최될 예정인 2017 World Education Summit for Education (WISE) 등 세계시민교육을 확산하기 위한 자국의 다양한 노력에 대해서도 소개했다. 

한편, 아태교육원 정우탁 원장은 “세계시민교육이 폭력적 극단주의를 예방하는 중요한 도구”임을 강조하며, “세계시민의식을 통해 청년들이 인류 공동체와 국제사회에 대한 연대감을 공유하고, 책임의식을 갖게 된다”고 말했다. 그는 아울러 교육가 역량 강화, 연구 및 교육과정 개발, 학습자료 개발 및 정보 확산, 네트워크 구축 등 세계시민교육 확산을 위한 아태교육원의 사업 및 성과를 공유했다. 유엔협회세계연맹 보니안 골모하마디(Bonian Golmohammadi) 사무총장은 유엔이 새로운 도전과 기회를 창출해내기 위해서는 대중들의 참여와 소통이 중요함을 강조하며, “세계시민의식은 인류가 지구적 이슈에 공감하고, 보다 평화롭고 정의로운 세계로 향하는 효과적인 통로”라고 주장했다.


유네스코 이리나 보코바 사무총장은 비디오 영상을 통해, 전 지구적인 평화 수호를 위한 ’Group of Friends for Global Citizenship Education’의 출범을 환영하고, 현재와 미래 사회의 요구에 맞는 21세기 교육의 중요성에 대해 강조했다. 특히, 세계시민교육의 확산을 위한 아태교육원의 리더십과 세계시민교육 이니셔티브에 대한 지지와 감사를 표명했다. 
  

문정인 통일외교안보특보 겸 연세대학교 명예특임교수는 기조발제를 통해 오늘날 세계시민교육의 중요성에 대해 설파하며, 한국의 역사적 발전상황과 세계시민교육의 시사점을 중점적으로 언급했다. 문 특보는 특히 현 세대의 청년들이 국제사회의 이슈들에 대해 공감하는 능력이 부족함을 예로 들며, 동정과 공감의 요소가 한국적 세계시민교육에서 강조되어야 함을 역설했다. 그는 또한 한국의 시도교육청 주도로 추진되어온 세계시민교육 교재개발 사례를 소개하며 현재 교육환경에서 세계시민교육의 확산에 장애가 되는 여러 복합적인 문제들과 한계점에 대해서도 언급했다.

주 유엔 대한민국 대표부 한충희 대사의 사회로 진행된 패널 토의에서는 ‘2030 개발의제 이행에 있어 세계시민교육의 역할’을 주제로 세계시민교육이 유엔의 가치와 비전에 어떻게 기여하는지를 논의했다. 패널들은 세계시민교육의 실현과 확산을 위한 노력과 실천사례를 공유하는 한편, 민족주의 개념에 비춰진 세계시민성에 대해서도 토론하였다. 특히, 서울대학교 한경구 교수는 ‘세계시민성’ 은 도처에서 일어나는 전지구적인 문제들에 대해 국가를 넘어 공동적인 대응이 필수적인 현 세대에서 더 이상 선택의 문제가 아니라고 역설하며, ‘국가시민성’ 은 ‘세계시민성’과 대치되는 개념이 아님을 강조했다. 

나아가, 글로벌목표 교육가 태스크포스 회원이자 2015 세계교사상 후보로 선정된 독일의 마레이크에 하크머(Mareike Hachemer) 교사는 “세계적으로 많은 교사들이 세계시민교육 수업을 함에 있어, 표준화된 커리큘럼 및 정형화된 교수법과 같은 여러 제약이 있음”을 언급하며, 세계시민교육을 상이한 교육환경에서 이행하고자 하는 교사들에 대한 국제사회의 지원과 관심을 당부했다. 패널들은 이날 세계시민교육과 관련한 다양한 활동들을 언급하며, 전지구적인 노력들을 하나로 모아 그 효과를 증대하고 포용성을 확대할 수 있는 전략들을 제시했다. 패널 토의에 참가한 패널리스트들은 다음과 같다:

On 19 June 2017, APCEIU, together with the Permanent Missions to the United Nations of the Republic of Korea and Qatar, as well as the World Federation of United Nations Association (WFUNA) co-organized the 2017 UN Global Citizenship Education (GCED) Seminar at the United Nations (UN) Headquarters in New York. With the title “The Role of Global Citizenship Education in the 2030 Agenda and Beyond” the seminar focused on answering the question of how does Global Citizenship Education (SDG Target 4.7) contribute to the values and visions of the United Nations. An annual event since 2015, the discussions in the 2017 also touched on best practices that contribute to the realization of SDG Target 4.7, the Sustainable Development Goal for GCED. 

Ambassador Cho Tae-yul, Permanent Representative of the Republic of Korea to the United Nations, emphasized on the significance of GCED with the current global challenges faced mutually by humanity, and its role in realizing the mission of the United Nations. “GCED educates people to become active and responsible global citizens…towards sharing and realizing the universal values and visions which the United Nations upholds.” Ambassador Cho further mentioned that GCED contributes to the UN beyond its inclusion in the SDGs as it serves as, “…an important element of the UN’s holistic approach, strengthening the nexus among peace and security, development and human rights.” 

He further addressed that in line with the mainstreaming action needed at the United Nations, the “Group of Friends on Global Citizenship Education” was established, co-chaired by the Republic of Korea and the State of Qatar. The inaugural meeting of the group was held last 1 June where 60 representatives from 35 UN Member States as well as UN Department of Public Information, UNESCO and UN Alliance of Civilizations participated. As a reply, Ambassador Abdulrahman Yaaqob Y. A. Al-Hamadi, Deputy Permanent Representative of the State of Qatar to the United Nations, expressed their pride in co-chairing the group, a common platform for member states and key stakeholders to discuss challenges and opportunities to promote GCED. Ambassador Al-Hamadi also stressed the various efforts of Qatar to promote GCED, including through its support of intercultural dialogue, and the organization of the 2017 World Education Summit for Education (WISE) with the theme “Co-exist, Co-create, Learning to Live and Work Together”. The WISE will be held in Doha from 14 to 16 November 2017. 

In the opening remarks, Utak Chung, Director of APCEIU, explained that in light of the effort to prevent violent extremism, the implementation of GCED is crucial. He mentioned the full commitment of APCEIU in implementing GCED, shown in its various efforts such as the annual UN GCED Seminar, building capacities of teachers, development of curricula and policy guidance on GCED, and opening of platforms such as the International Conference on GCED and the GCED Global Network to exchange ideas and develop strategies for GCED. On a similar note, Bonian Golmohammadi, Secretary-General of WFUNA, highlighted their work on GCED, towards the goal of empowering young people to become global citizens that contribute and engage with the work of the UN and the realization of the SDGs. 

On a special video message, Madame Irina Bokova, Director-General of UNESCO, expounded that the inclusion of GCED in the SDGs is recognition of its role to support an education that meets the needs and challenges of the 21st century, “…convinced that (GCED) is essential to empower learners with skills and values they need to be positive change actors.” Furthermore, she recognized the leadership role of APCEIU in the promotion of GCED, working closely together within UNESCO towards stronger and more efficient programming.

For the keynote speech, Moon Chung-In, Special Advisor to the President of the Republic of Korea for Unification and National Security Affairs and Distinguished Professor of Yonsei, drew the backdrop of the Korean case of GCED, a retrospection of how GCED came into being in the Korean context despite many challenges. Historical memory of poverty and rapid development has caused the Korean society to develop a certain culture that includes attitudes such as low empathy and high nationalism, a major barrier to GCED. As such, he put emphasis on the importance of taking history and culture into account, as is underlined in the GCED textbook developed through a consortium between various provincial offices of education in the Republic of Korea. 

The panel discussion included presentations from practitioners of GCED including Karen Bryner, Director of Educate-A-Child Technical Department, Education Above All; Lily Gray, Liaison Officer, UNESCO Office in New York; Han Kyung-Koo, Professor, Seoul National University; Mareike Hachemer, Teacher and Member of the Global Goals Educator Task Force; and Theresa Ridings, Student Cohort, Lehigh University’s Global Citizenship Programme. Panelists discussed about their activities on GCED, and perspectives that they apply in doing so. The role of teachers has been stressed, in that they need to become global citizens first and to be provided with resources and capacities developed. Students beyond the formal education sector needs to be offered with opportunities on GCED, lest the cycle of marginalization will continue. As well, the message of the complementarity between national citizenship and global citizenship was an important topic in the discussion. In the words of Han Kyung-Koo, “I believe that a good patriot can be, and should be, a really good global citizen. National citizenship is not an event, it is a process, and so is global citizenship.”

At his closing remarks, Ambassador Hahn Choonghee, Deputy Permanent Representative of the Republic of Korea to the United Nations, put stress on the value of GCED beyond Target 4.7, as it achieves the ultimate goal of building peace through the United Nations. “I do not think that GCED is just a sub-target…rather it is our over-arching and ultimate goal for all SDGs, even the whole process of the United Nations. This is a common undertaking and it will be this solemn responsibility of our generation for our next generation’s children.”

The 3rd Youth Leadership Workshop on GCED was held from 28 May to 3 June 2017 in Jeju, Republic of Korea. During this workshop, 50 youth leaders/activists from 42 countries participated in various forms of programmes, including plenary sessions on GCED, workshops for Youth Advocacy and study visits to understand GCED local initiative.

Facilitated by APCEIU and core members of GCED Youth Network, this workshop was a forum for participants to actively share and engage with each other based on their local youth activities. Starting with the sessions on Introduction of GCEDby Director CHUNG Utak and Office of Education and Training, various workshops under the main theme of Deepening the Understanding of GCED Advocacywere held. 

For the session of Youth Inspirational Speakers on GCEDby GCED Youth Network, youth leaders took part in various interactive exercises to understand GCED through sharing their own GCED activities and ultimately respect the difference of each other through GCED. Following this, participants had a session to ponder over the advocacy in GCED and its implementation strategies during the group activities. As a part of the session, GCED Advocacy, which was led by the GCED Youth Network introduced Youth Advocacy Toolkit and internalised advocacy strategies to efficiently implement GCED as a youth leader. 

In order to explore the local initiatives and develop a strategic planning for GCED, the youth activists participated in study visits to two different places in Jeju. Participants chose one of the options to experience and deepen their understandings of local initiatives on GCED based on the following themes: 
1) Understanding GCED Local Initiatives- Global Inner Peace, A Civil Society Organization on Global Issues; 2) Creative Ways for the Sustainable Future- Jaejudo Joa, A Cultural Group for Sustainable Marine Ecosystem through Beachcombing.

By exploring GCED in local settings, the youth leaders had a priceless opportunity to relate their own experience with the different areas of Jeju to find methods to implement GCED in their home countries and share their activities on social media. After the study visit, participants gathered at Ttarabi Oreum and participated in the Peace Campaign by writing peace messages and flying kites.


On June 1, the participants in six groups presented their outcomes to promote GCED by different thematic issues followed by action plans on specific topics: 

1) Human Rights - Sexual Human Trafficking, 2) Leadership Development - Social Entrepreneurship, 3) Peace & Conflict - Act for Tolerance, 4) Cross-Cultural Understanding - Dialogue for Peace 5) Environmental Sustainability - Design a Sustainable Future with Comunidade da Mare 6) Gender Equality - Sanitary Pad, Right for Every Girl. 

Each group gave a speech on the above topics, composed of the background, target group, plans/timeline, method, evaluation/monitoring and organisational approach. To find the solutions to each issue, youth leaders had discussions to share their ideas and come up with group outcomes which are to be implemented and reproduced after the workshop as follow-up activities.

On the last day, the youth activists participated in a session on The Role of Youth and Culture in Shaping a Peaceful and Sustainable Futurein Jeju Forum for Peace and Prosperity. In this session organised by APCEIU and Jeju Special Self-Governing Province, two of the Workshop participants shared their youth and culture activities representing youth leaders across the globe as panelists. Her Excellency Puan Maharani, Coordinating Minister for Human Development and Culture of Indonesia, His Excellency Hamat Bah, Minister for Tourism and Culture of The Gambia, Mr. Eduardo Mendez, Executive Director of Simon Bolivar Music Foundation in Venezuela and Mr. Daniel Lindemann, TV personality in Korea from Germany Culture also joined the session as panelists. 

At the closing ceremony, Director Gwangjo KIM from UNESCO Bangkok commented that It is important to take actions as global leaders and bring the issues forward to implement GCED in your own community.Director CHUNG concluded this workshop by saying that It is surely expected that the outcome of workshop will be implemented in your programmes of diverse regions and APCEIU will continuously support youth activities through GCED Youth Network.

This seminar will highlight key dimensions of GCED in line with UN agendas and explore opportunities for GCED to enhance and advance progress toward realizing the values and vision of the UN through discussion among different stakeholders.

Co-organized by APCEIU and the UNESCO Regional Office for Southern Africa (ROSA), the 2017 Sub-Saharan Africa Regional Global Citizenship Education (GCED) Network Meeting was held on 6-7 April 2017 in Johannesburg, South Africa. The meeting brought about 50 representatives from Sub-Saharan Africa education-related ministries, civil society organizations, universities and research institutions and UNESCO entities to develop strategies and solidify regional action for GCED, in light of its realization as an integral part of the Sustainable Development Goals (SDGs). The meeting held discussions and group work that identified existing action of different stakeholder groups on GCED, challenges, and ways forward. In particular, the meeting shone light on the importance of GCED in promoting transformative education and developing solutions with the region’s pressing challenges. The meeting also identified ways on how to implement SDG Target 4.7, to ensure that learners in the region are provided with knowledge and skills that promote sustainable development and global citizenship.

Representing the host country, Ms Lefika Chetty, Deputy Secretary-General of the South African National Commission for UNESCO, at the opening of the meeting highlighted the urgency of GCED to leave no one behind in her congratulatory remarks, saying that, “It is obvious, especially within the overall context of accelerating global peace, that individuals and communities without a satisfactory level of basic education risk becoming marginalized not only within their own society but from the global society too.”

Initiating the opening remarks from the organizing institutions, Mr Hubert Gijzen, Director of the UNESCO Regional Office for Southern Africa, explained that GCED, while relatively new to Africa, has existed in the region, and is an opportunity to rethink about the role of education, and a way to integrate all the dimension of sustainable development. In his words, he mentioned that, “Global Citizenship may be a relatively new term in African countries. However, components of GCED such as human rights, citizenship, international relations, peace, conflicts resolution, democracy, and environmental education are not new in the lexicon of Africa.” Mr Utak Chung, Director of APCEIU, urged participants towards collaboration towards GCED, as it is everyone’s agenda. “Fostering global citizenship is not just one of the UN or UNESCO’s agenda. It is every educator’s agenda, every teacher’s agenda. It is everyone’s agenda,” he said.

The meeting showcased the diverse efforts of institutions in the various sub-regions of Sub-Saharan Africa towards the promotion of GCED. It highlighted the different perspectives of stakeholder groups, ranging from governments, civil society organizations including the youth, research groups, higher education institutions, and international organizations including UNESCO and its related entities. At the same time, the meeting showed the diverse concepts embedded in GCED, including human rights, peace, and gender equality, among others, which has been implemented in the region for a long time. Participants voiced the importance of GCED in reinforcing the role of education in addressing current challenges of the region, including resolving conflict and the prevention of radicalization amongst the youth. They also discussed on strategies at the organizational, thematic and regional levels, identified priorities, and developed strategies to strengthen promotion of GCED.

With the development of the strategies, follow-up plans were drawn where the key message is coordination and communication. Ms Ann Therese Ndong-Jatta, Director of the UNESCO Regional Office for Eastern Africa, congratulated the participants for their seriousness and commitment for GCED. She urged that participants to utilize the network formed in this meeting as a stepping stone towards building peace through education for Africa building on existing work, and to promote inclusiveness. The meeting jumpstarted the formation of the Africa Regional GCED Network, which is expected to map different GCED programmes and explore possible collaboration in light of solidifying regional action for GCED in Africa.

The 2nd Phase of GCED Curriculum Development & Integration has officially kicked off with the International Bureau of Education(IBE-UNESCO) as well as the four partner countries(Cambodia, Colombia, Mongolia and Uganda)from 22-24th March at APCEIU GCE Hall.

Delegates from Cambodia, Colombia, Mongolia and Uganda shared the progress made during the 1stphase in setting up the GCED Curriculum Development & Integration Committee and carrying out a needs assessment and situational analysis of its curriculum.

The four countries proposed their 2nd phase action plan, which elaborated specific details and relevant information to fulfil the following goals: First, to integrate global citizenship into the curriculum and/or produce GCED materials according to their needs, and second, to conduct a pilot test of the output.

The kick-off meeting was successful with the enthusiastic participation of partner countries and IBE-UNESCO. This meeting will provide assistance in setting out a clear path for the year ahead. Also, it will aid further cementing every stakeholder’s resolve in implementing the course of action they came to adopt. 

In addition, APCEIU had the opportunity to present its Policy Guide on Global Citizenship Education to gain feedback from the participants. The draft guide, which is due to be published later this year, is expected to serve as a frame of reference for policy makers. The main contents of the draft guide aim to integrate and strengthen GCED in educational policies, strategies and plans.

More than 500 experts, practitioners, and policymakers from across the world gathered in Ottawa, Canada and explored pedagogical approaches and teaching practices to achieve the Sustainable Development Goals (SDGs) through Education for Sustainable Development (ESD) and Global Citizenship Education (GCED). 

The UNESCO Week for Peace and Sustainable Development: the Role of Education (6-10 March 2017) brought together the Global Review Forum for the Global Action Programme on ESD (GAP) and the Third UNESCO Forum on GCED representing UNESCO's two major educational approaches. Participants examined good policies and practices for educators and teacher trainers to empower learners to become global citizens. 

On 8 March, UNESCO Director-General Irina Bokova officially opened the 5 - day event and an exhibition of 42 booths showcasing a wide variety of practices and approaches to ESD and GCED. “We need the education that promotes understanding between cultures, that strengthens the resilience of societies. And we need teachers equipped with the skills and confidence to foster these competences.” She highlighted the importance of teachers’ role to cultivate global citizenship. 

APCEIU participated in the exhibition under the name of ‘Global Citizen Campus’ which consists of hands-on activities related to GCED as well as SGDs, Global Citizen Passport, online materials such as GCED Clearing House, APCEIU’s publications including GCED best practices, etc. The APCEIU’s booth drew the attention of many participants, providing a platform for sharing practices, ideas, and insights on GCED.  

The Third UNESCO Forum on GCED, which opened on 8 March, drew together GCED experts, educational practitioners, civil society organizations, young people, research institutions and universities, UN agencies and other partners from the public, non-governmental and private sector from all regions.

“Teachers are on the frontlines of bringing GCED into learning environments. Without confident, qualified and well-prepared teachers, we cannot advance GCED,” said UNESCO Assistant Director-General for Education, Qian Tang, at the official opening of the Forum.

Utak Chung, Director of APCEIU, in remarks at the opening of the Forum, pledged that APCEIU will continue to support promoting GCED with UNESCO and other partners. He also renewed the APCEIU’s endeavours towards the global advancement of GCED and reaffirmed that fostering global citizenship is not just the UN or UNESCO’s agenda, but ultimately a global agenda for all. 

During the Forum, APCEIU co-organised and supported two concurrent sessions. In collaboration with the UNESCO Bangkok Office, APCEIU organised a session titled “Preparing teachers for global citizenship education in Asia: what works?” on 9 March. Inviting two experts from the region, Francis Daehoon Lee (Sungkonghoe University) and Toh Swee-Hin (University of Alberta), the session explored themes and pedagogical methods through which GCED can be approached.

On 10 March, APCEIU supported a session titled “Teaching with young people: What do learners expect from GCED?”, led by the GCED Youth Network. The GCED Youth Network was established by a group of youth advocates for GCED who participated in APCEIU’s annual programme for youth. Anna Susarenco from Moldova and Lorena Gamarra from Peru introduced advocacy techniques which teachers and educators can use to engage young people in GCED. 

The third UNESCO Forum on GCED focused on teachers’ crucial role for pioneering frontline to bring GCED into classrooms and for achieving SDGs. Throughout the Forum, participants exchanged ideas and information on GCED and strengthened networks to ensure that practical change is brought into learning environment

As a part of GCED content development utilizing photography, APCEIU published a GCED Photobook “Begin from the end -> From Siberia to Baltic Sea”. This photobook contains around 130 photos that were taken during the journey on Trans-Siberian Railway crossing the Eurasia continent. The book also carries interesting stories which describes cities and people from each train stops with perspective of Global Citizenship Education.

The background for this photobook, Russian Federation not only has diversity of peoples and cultures from the largest territory in the world but also is a country with unique identity which encompasses both Europe and Asia. 

APCEIU hopes to share with readers the vast nature of Siberia, stories of peoples, and the unforgettable experiences of sharing and communicating through the journey on train. APCEIU also aims at delivering the core values of GCED such as Cultural Diversity, Peace and Learning to Live Together through images and stories in this book.
