유네스코 아태교육원은 주 유엔 대한민국 대표부, 주 유엔 카타르 대표부 및 유엔협회세계연맹(WFUNA)과 함께 지난 2017년 6월 19일, 유엔 본부에서 ’2017 UN 세계시민교육 세미나’를 개최했다.

“The Role of Global Citizenship Education in the 2030 Agenda and Beyond”라는 주제로 열린 이번 세미나에서는 유엔 대표부 대사, 시민사회 대표, 청소년 및 교사 등 세계시민교육과 관련된 주요 관계자 100여명이 참석해 인간의 존엄성, 상호이해와 존중, 평화 및 인권 등 국제사회의 근본가치 수호에 기여할 수 있는 글로벌 교육 아젠다(지속가능발전목표 4.7)로서의 세계시민교육의 중요성에 관한 심도 있는 논의를 진행했다. 

이날, 주 유엔 대한민국 대표부 조태열 대사는 현존하는 국제 이슈들 속에서 유엔의 임무를 실현하는 데 있어 세계시민교육의 중요성을 강조하며, “세계시민교육은 유엔이 지향하는 보편적인 가치와 비전들을 공유하고 실현하는 데 기여함”과 동시에 더 주도적이고 책임감 있는 시민을 양성한다고 언급했다. 그는 또한 “유엔의 총체적인 접근법의 중요한 요소로 작용하는 세계시민교육”은 “지속가능개발목표(SDGs)에 포함되는 것 이상으로 유엔에 기여하며 평화, 안보, 개발 및 인권의 연결성을 강화시키고 있다”고 덧붙였다. 

주 유엔 카타르 대표부 압둘라흐만 야곱 와이에이 알 하마디 (Abdulrahman Yaaqob Y. A. Al-Hamadi) 대사는 대한민국과 카타르가 공동으로 의장을 맡은 ‘Group of Friends on Global Citizenship Education’ 출범에 대해 언급하며, 유엔 회원국 및 주요 관계자들과 세계시민교육을 논의하는 장을 마련한 것에 대한 자부심을 표현했다. 또한 그는 “So-exist, Co-create, Learning to Live and Work Together”라는 주제로 올해 11월 14일부터 16일까지 카타르 도하에서 개최될 예정인 2017 World Education Summit for Education (WISE) 등 세계시민교육을 확산하기 위한 자국의 다양한 노력에 대해서도 소개했다. 

한편, 아태교육원 정우탁 원장은 “세계시민교육이 폭력적 극단주의를 예방하는 중요한 도구”임을 강조하며, “세계시민의식을 통해 청년들이 인류 공동체와 국제사회에 대한 연대감을 공유하고, 책임의식을 갖게 된다”고 말했다. 그는 아울러 교육가 역량 강화, 연구 및 교육과정 개발, 학습자료 개발 및 정보 확산, 네트워크 구축 등 세계시민교육 확산을 위한 아태교육원의 사업 및 성과를 공유했다. 유엔협회세계연맹 보니안 골모하마디(Bonian Golmohammadi) 사무총장은 유엔이 새로운 도전과 기회를 창출해내기 위해서는 대중들의 참여와 소통이 중요함을 강조하며, “세계시민의식은 인류가 지구적 이슈에 공감하고, 보다 평화롭고 정의로운 세계로 향하는 효과적인 통로”라고 주장했다.


유네스코 이리나 보코바 사무총장은 비디오 영상을 통해, 전 지구적인 평화 수호를 위한 ’Group of Friends for Global Citizenship Education’의 출범을 환영하고, 현재와 미래 사회의 요구에 맞는 21세기 교육의 중요성에 대해 강조했다. 특히, 세계시민교육의 확산을 위한 아태교육원의 리더십과 세계시민교육 이니셔티브에 대한 지지와 감사를 표명했다. 
  

문정인 통일외교안보특보 겸 연세대학교 명예특임교수는 기조발제를 통해 오늘날 세계시민교육의 중요성에 대해 설파하며, 한국의 역사적 발전상황과 세계시민교육의 시사점을 중점적으로 언급했다. 문 특보는 특히 현 세대의 청년들이 국제사회의 이슈들에 대해 공감하는 능력이 부족함을 예로 들며, 동정과 공감의 요소가 한국적 세계시민교육에서 강조되어야 함을 역설했다. 그는 또한 한국의 시도교육청 주도로 추진되어온 세계시민교육 교재개발 사례를 소개하며 현재 교육환경에서 세계시민교육의 확산에 장애가 되는 여러 복합적인 문제들과 한계점에 대해서도 언급했다.

주 유엔 대한민국 대표부 한충희 대사의 사회로 진행된 패널 토의에서는 ‘2030 개발의제 이행에 있어 세계시민교육의 역할’을 주제로 세계시민교육이 유엔의 가치와 비전에 어떻게 기여하는지를 논의했다. 패널들은 세계시민교육의 실현과 확산을 위한 노력과 실천사례를 공유하는 한편, 민족주의 개념에 비춰진 세계시민성에 대해서도 토론하였다. 특히, 서울대학교 한경구 교수는 ‘세계시민성’ 은 도처에서 일어나는 전지구적인 문제들에 대해 국가를 넘어 공동적인 대응이 필수적인 현 세대에서 더 이상 선택의 문제가 아니라고 역설하며, ‘국가시민성’ 은 ‘세계시민성’과 대치되는 개념이 아님을 강조했다. 

나아가, 글로벌목표 교육가 태스크포스 회원이자 2015 세계교사상 후보로 선정된 독일의 마레이크에 하크머(Mareike Hachemer) 교사는 “세계적으로 많은 교사들이 세계시민교육 수업을 함에 있어, 표준화된 커리큘럼 및 정형화된 교수법과 같은 여러 제약이 있음”을 언급하며, 세계시민교육을 상이한 교육환경에서 이행하고자 하는 교사들에 대한 국제사회의 지원과 관심을 당부했다. 패널들은 이날 세계시민교육과 관련한 다양한 활동들을 언급하며, 전지구적인 노력들을 하나로 모아 그 효과를 증대하고 포용성을 확대할 수 있는 전략들을 제시했다. 패널 토의에 참가한 패널리스트들은 다음과 같다:

On 19 June 2017, APCEIU, together with the Permanent Missions to the United Nations of the Republic of Korea and Qatar, as well as the World Federation of United Nations Association (WFUNA) co-organized the 2017 UN Global Citizenship Education (GCED) Seminar at the United Nations (UN) Headquarters in New York. With the title “The Role of Global Citizenship Education in the 2030 Agenda and Beyond” the seminar focused on answering the question of how does Global Citizenship Education (SDG Target 4.7) contribute to the values and visions of the United Nations. An annual event since 2015, the discussions in the 2017 also touched on best practices that contribute to the realization of SDG Target 4.7, the Sustainable Development Goal for GCED. 

Ambassador Cho Tae-yul, Permanent Representative of the Republic of Korea to the United Nations, emphasized on the significance of GCED with the current global challenges faced mutually by humanity, and its role in realizing the mission of the United Nations. “GCED educates people to become active and responsible global citizens…towards sharing and realizing the universal values and visions which the United Nations upholds.” Ambassador Cho further mentioned that GCED contributes to the UN beyond its inclusion in the SDGs as it serves as, “…an important element of the UN’s holistic approach, strengthening the nexus among peace and security, development and human rights.” 

He further addressed that in line with the mainstreaming action needed at the United Nations, the “Group of Friends on Global Citizenship Education” was established, co-chaired by the Republic of Korea and the State of Qatar. The inaugural meeting of the group was held last 1 June where 60 representatives from 35 UN Member States as well as UN Department of Public Information, UNESCO and UN Alliance of Civilizations participated. As a reply, Ambassador Abdulrahman Yaaqob Y. A. Al-Hamadi, Deputy Permanent Representative of the State of Qatar to the United Nations, expressed their pride in co-chairing the group, a common platform for member states and key stakeholders to discuss challenges and opportunities to promote GCED. Ambassador Al-Hamadi also stressed the various efforts of Qatar to promote GCED, including through its support of intercultural dialogue, and the organization of the 2017 World Education Summit for Education (WISE) with the theme “Co-exist, Co-create, Learning to Live and Work Together”. The WISE will be held in Doha from 14 to 16 November 2017. 

In the opening remarks, Utak Chung, Director of APCEIU, explained that in light of the effort to prevent violent extremism, the implementation of GCED is crucial. He mentioned the full commitment of APCEIU in implementing GCED, shown in its various efforts such as the annual UN GCED Seminar, building capacities of teachers, development of curricula and policy guidance on GCED, and opening of platforms such as the International Conference on GCED and the GCED Global Network to exchange ideas and develop strategies for GCED. On a similar note, Bonian Golmohammadi, Secretary-General of WFUNA, highlighted their work on GCED, towards the goal of empowering young people to become global citizens that contribute and engage with the work of the UN and the realization of the SDGs. 

On a special video message, Madame Irina Bokova, Director-General of UNESCO, expounded that the inclusion of GCED in the SDGs is recognition of its role to support an education that meets the needs and challenges of the 21st century, “…convinced that (GCED) is essential to empower learners with skills and values they need to be positive change actors.” Furthermore, she recognized the leadership role of APCEIU in the promotion of GCED, working closely together within UNESCO towards stronger and more efficient programming.

For the keynote speech, Moon Chung-In, Special Advisor to the President of the Republic of Korea for Unification and National Security Affairs and Distinguished Professor of Yonsei, drew the backdrop of the Korean case of GCED, a retrospection of how GCED came into being in the Korean context despite many challenges. Historical memory of poverty and rapid development has caused the Korean society to develop a certain culture that includes attitudes such as low empathy and high nationalism, a major barrier to GCED. As such, he put emphasis on the importance of taking history and culture into account, as is underlined in the GCED textbook developed through a consortium between various provincial offices of education in the Republic of Korea. 

The panel discussion included presentations from practitioners of GCED including Karen Bryner, Director of Educate-A-Child Technical Department, Education Above All; Lily Gray, Liaison Officer, UNESCO Office in New York; Han Kyung-Koo, Professor, Seoul National University; Mareike Hachemer, Teacher and Member of the Global Goals Educator Task Force; and Theresa Ridings, Student Cohort, Lehigh University’s Global Citizenship Programme. Panelists discussed about their activities on GCED, and perspectives that they apply in doing so. The role of teachers has been stressed, in that they need to become global citizens first and to be provided with resources and capacities developed. Students beyond the formal education sector needs to be offered with opportunities on GCED, lest the cycle of marginalization will continue. As well, the message of the complementarity between national citizenship and global citizenship was an important topic in the discussion. In the words of Han Kyung-Koo, “I believe that a good patriot can be, and should be, a really good global citizen. National citizenship is not an event, it is a process, and so is global citizenship.”

At his closing remarks, Ambassador Hahn Choonghee, Deputy Permanent Representative of the Republic of Korea to the United Nations, put stress on the value of GCED beyond Target 4.7, as it achieves the ultimate goal of building peace through the United Nations. “I do not think that GCED is just a sub-target…rather it is our over-arching and ultimate goal for all SDGs, even the whole process of the United Nations. This is a common undertaking and it will be this solemn responsibility of our generation for our next generation’s children.”

On 6 March 2015, APCEIU, UNESCO and the Permanent Mission of the Republic of Korea to the United Nations co-convened the Information Meeting on World Education Forum (WEF) 2015 and Seminar on Global Citizenship Education (GCED) at the United Nations (UN) Headquarters in New York.

APCEIU Director Mr. Utak Chung participated in both meetings in the presence of UN Secretary-General Mr. Ban Ki-moon, UNESCO Director-General Ms. Irina Bokova, and Permanent Representative of the Republic of Korea Mission to the UN Mr. Oh Joon.

This information meeting was organized in view of the WEF 2015 to be held in Incheon, Republic of Korea, from 19 to 22 May 2015, where the global community will take stock of achievements and shortfalls and agree on a joint position for the post-2015 agenda and how to realize it, ahead of the UN High-Level Summit in September. Also, this was in line with the effort of integrating GCED into the new Sustainable Development Goals.

In his opening statement, the UN Secretary-General recalled that "the World Education Forum will take place at an important time for the United Nations as we prepare to adopt a new development agenda and launch a new set of Sustainable Development Goals. We hope that the outcome of the Forum will be fully aligned with that effort so that there is a single education agenda that delivers for all."

In support of the Seminar on GCED that followed the Information Meeting, the Secretary-General stressed that "In an era of rising intolerance and extremist violence, global citizenship education will play a crucial role in promoting mutual understanding. It is essential to counter radicalization and the divisive, hate-filled narratives that extremists use to gain new recruits. The World Education Forum will be an important contribution to our efforts, and I wish to thank UNESCO for its leadership."

“Following Jomtien (1990) and Dakar (2000), the WEF in Incheon is the moment when the world will gather to set a new agenda for a better future for all,” said the UNESCO Director-General.

Thanking the Republic of Korea for its leadership, she underlined that the WEF 2015 is a landmark event. “It will be the moment to renew our vision and chart a new course, to put education first, to make sure no one is left behind,” she continued. “This is the moment for all of us to shape a new education agenda for the 21st century. A vision of education as a stand-alone goal in the future agenda, essential for the success of all other goals.” She appealed to every Member State to be represented at the highest possible level and for the engagement of all partners.

The Director-General went on to highlight the progress made across the world to improve access, advance gender equality and to strengthen education systems, affirming that “this shows what can be done when political will is matched with effective policy. But we must draw on the right lessons from this experience.” She called for a new focus on quality, to foster learning throughout life and help girls all the way through secondary education and beyond.  

“At times of uncertainty, in this period of turbulence, education is our best bet, for human rights and dignity, for more sustainable development, for more lasting peace,” she said.

 

Mr. Young-gon Kim, Secretary-General of the WEF 2015 Host Committee Secretariat at the Korean Ministry of Education, provided a presentation on the event logistics and a Q & A session moderated by Mr. Qian Tang, Assistant Director-General for Education of UNESCO, was followed to give participants more information on the objectives, expected outcomes as well as how to take part in this landmark Forum.  

Opening the seminar, the Director-General stated that in this turning point year for the Millennium Development Goals, when States are defining a new global sustainable agenda, “challenges are global ? we need to act globally in response. We need new skills for new times ? we need new forms of global citizenship.” She also recognized and appreciated an outstanding commitment of the Republic of Korea as one of the most active GEFI Champion Countries among its 16 members as well as a big contribution made by APCEIU towards the advancement of GCED.


“I make this appeal in the year when we celebrate the 70th anniversary of UNESCO,” said Irina Bokova. "More than ever, we need to bridge cultures through dialogue and respect, we need to learn to live together in solidarity, in harmony with the planet. More than ever, education must be more than transmitting information and knowledge.” She once again emphasized that all these are in the spirit of GCED, and this must be embedded in the heart of the new Sustainable Development Goals, which would be defined by all the Member States. In order to make it happen, she added that UNESCO has been continuously building efforts on the advances of previous achievements with APCEIU, Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP), and a number of other partners.

During the panel discussion moderated by the Deputy Permanent Representative of the Republic of Korea to the UN, Mr. Hahn Choong-Hee, Ms. Jamira Burley of GEFI Youth Advocate, UNESCO Chairholder Prof. Carlos Torres of UCLA, Mr. Chris Castle of UNESCO, and Mr. Utak Chung of APCEIU presented on GCED with diverse focuses such as its concept, role, and practices.

In the end, the event encouraged an active engagement of each Member State as well as raised awareness of the importance of GCED as a critical aspect of the post-2015 development agenda which enabled the establishment of expanded partnerships among UN, UNESCO, all the states, and related organizations.

The 14th Asia-Pacific Training Workshop (APTW) was held from August 21st to 29th in Seoul, Republic of Korea. Organized by the Asia-Pacific Centre of Education for International Understanding (APCEIU) , 27 participants from 17 countries in the Asia-Pacific including Australia, Bhutan, Iran, Myanmar, Samoa attended the workshop subtitled “EIU, Fostering Global Citizenship” this year.

At the opening ceremony, Utak Chung, director of APCEIU, welcomed the participants to the annual workshop, one of the Centre’s longest flagship programme. Introducing many initiatives by the UN such as the Global Education First Initiative (GEFI) and Global Citizenship Education (GCE), Chung reiterated the importance of teacher training and educating our children for a sustainable future, and added that “education is no longer just a means to individual success, but a holistic process. Regardless of what the names are called, we will continue to work towards a common vision.” The ceremony was also graced by Ambassador of Nepal in Seoul Kaman Singh Lama who was heartened to see many participants from the countries in the Asia-Pacific as he emphasized the need to “meet growing demands for professional development of educators in the region.”

The workshop aimed not just to develop participants’ understanding and knowledge of key concepts such as Education for International Understanding (EIU) and Global Citizenship Education (GCE), but also to increase the applicable skills of participants in later implementing training programmes in their home countries. To that end, a faculty group composed of various professional backgrounds, including EIU, peace education, culture education and human rights has facilitated the workshop throughout the period.

Participants of various occupations such as educators, researchers and UNESCO officials took part in highly engaging lectures and in-depth seminars, and also spent three days in the Demilitarized Zone (DMZ) which serves as a somber reminder of the importance of Culture of Peace. Drafting action plans for implementation and after an impressive presentation, participants spent their last night in Seoul at the Farewell Night. The workshop ended on a high note at the closing ceremony the following day with certificate presentation.

   The ceremony for the appointment of the Publicity Ambassador for the ‘International Day of Peace (IDP)’ was held on 23 August at the APCEIU. Younha, a Korean artist, was named the Publicity Ambassador for 2014 UN IDP, which will fall on 21 September this year.
 
   In addition to the appointment ceremony, the Korean Organizing Committee for UN International Day of Peace (KOCUN-IDP) held conferences, awarded youth ambassadors and presented action plans on this day.
Delivering welcoming remarks, Utak CHUNG, the director of APCEIU, said he was honored to hold the UN International Day of Peace Korean committee conference and the appointment ceremony in the APCEIU.
 
   Under the theme of ‘The Right of Peoples to Peace’, UN IDP Festival will be held on 21 September around Hangang Park. In this festival, there will be a concert involving communication with the audience, a music concert sharing peace messages and stimulating the sensibility of peace, and “Peace Back”, an exhibition of donated items featuring hands-on activities.

   지난 8월 23일, 아태교육원 대강당에서 UN 세계 평화의 날 홍보대사 위촉식이 열렸다. UN 세계 평화의 날 한국조직위원회는 9월 21일, UN이 정한 ‘세계평화의 날’을 앞두고 가수 윤하 씨를 홍보대사로 위촉하였다.

   이번 행사는 홍보대사 위촉식뿐 아니라, 한국조직위원회 회의와 재능나누미 우수 활동 조 시상과 사업계획 보고 등으로 구성되었다. 이번 행사에서 아태교육원 정우탁 원장(세계평화의 날 한국조직위원회 공동조직위원장)은 “아태교육원에서 UN 세계 평화의 날 한국조직위원회 조직위원회의 및 홍보대사 위촉식이 열리게 되어 기쁘게 생각한다”면서 환영사를 전했다.
 
   UN 세계 평화의 날(International Day of Peace) 기념 행사는 ‘인류의 평화에 대한 권리(The Right of Peoples to Peace)’ 라는 주제로 여의도 한강공원 너른 들판 및 물빛무대에서 9월 21일에 열릴 예정이다. 이 날에는 기념식, 3명의 연사의 강연과 청중과 소통을 위한 평화 토크 콘서트, 평화의 감수성을 자극하고 평화의 메시지를 나눌 수 있는 평화 음악 콘서트, 자발적인 참가신청으로 진행되는 전시 및 체험 마당과 기증품 모음전 피스백(Peace back!)이 진행된다.

The 11th DIHAD Held a Forum Themed "Woman and Aid"

     

From March 25th to 27th, the 11th DIHAD (Dubai International Humanitarian Aid & Development Conference & Exhibition) was held in Dubai. DIHAD aims to contribute to the further enhancement of technically sound and principled international humanitarian and development assistance. And this time, DIHAD tried to achieve its goal by mainly dealing with the impact of humanitarian crises on women.

 

 

 

During the event, Princess Haya bint Al-Hussein said in her speech that it is highly suggested that we should approach women as they are part of families and communities with values and traditions but not isolate them. Moreover, according to the interview done by Arabnews.com, Ertharin Cousin, the Executive Director of the UN World Food Programs, showed his interest in the negative influence of massive war and disasters on women’s safety, food security, health and education. “This event has become a global umbrella to promote and improve the mechanisms of the humanitarian response to crises and disasters that arise in various parts of the world”, said Sheikha Lubna Al-Qasimi, the Minister of International Cooperation and Development, expressing confidence in the overall process of DIHAD. 

DIHAD has been successfully held under the patronage of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President, Prime Minister of United Arab Emirates, Ruler of Dubai, and officially supported by the United Nations, the UAE Red Crescent Authority, et cetera. The 12th DIHAD will be held from 25th to 27th of March, 2015. Further information is available at the official website of DIHAD.

Hello, this is Sol Jee Ahn, who has been selected as one of the 2nd Supporters of APCEIU.

I am 24 years old and I attend Sogang University, majoring in American Culture and Political Science.

Since when I was little, I've been interested in various languages and cultures, which led me to have interest in diplomacy, which plays an important role in deciding the relations between countries. Therefore, I've always tried to study or do something related to my interests.

At Sogang University, I am a member of H.U.G., a student club which helps foreign exchange students by tutoring Korean, guiding them to many tourist attractions in Seoul. 

The picture above was taken last year when I went to Kyeongbok Palace with exchange students!

As a representative of Korea, I try to be more friendly and nice to foreigners so that they can have good impression about Korea and talk to their family and friends about Korea after they return.

Moreover, I am doing internship at East Asia Foundation, a nonprofit organization which publishes Global Asia and holds regular seminars regarding East Asia. Also, luckily, I was selected as one of the seven supporters of APCEIU. From these two "activities", I experience many things that I just learned through books.

On 9 December, APCEIU released two new publications under the title of International Organizations: Past, Present and Future and United Nations and World Peace. The publication is the first outcome of the study on international organizations that started in 2012 under the sponsor by the National Research Foundation of Korea.
 
The release marks another accomplishment of APCEIU’s contribution to the development of researches and educational programmes that promote Education for International Understanding (EIU). As such, the International Organizations Series is expected to take the first step in building the base for a more organized study of international organizations. The publication is more meaningful as it overcomes the limitations of the currently fragmented and inconsistent study system, providing a more systematic and comprehensive study.
 
The series aims to provide academic contributions for conducting studies on international organizations as well as practical assistance to governmental and civic activities in international organizations. Published in Korean, the series will be used as a textbook in local universities across Korea, also providing guide to people interested in working in international organizations.
 
Meanwhile, the second year of the study has commenced last September and aims to publish a total of four books that examines various international organizations in 16 different fields including human rights, refugees, migration, society, culture, sports, population, health, women, children, food, agriculture and environment.
