The forum for making a better future “Resilient Cities, Brighter Futures” 

 

             There is a name of typhoon called as Haiyan that caused great damage to the Republic of the Philippines on November 8, 2013. It is one of the strongest tropical cyclones ever recorded and devastated portions of Southeast Asia, and especially the Philippines. The damage from Haiyan including loss of lives and damage of property was extensive and incalculable. Even the World Health Organization (WHO) classified scale of damage from Haiyan as third disaster which is the highest level. Afterward, to recover huge harm from Haiyan, various and plenty of countries have supported to the countries both materially and morally.

 

After this mega disaster, Philippines has made a lot of effort to improve their adaptive capacities and fund existing crisis management systems to handle effectively when they face huge natural disaster. In addition, diverse countries and institutions including Philippines have paid attention for enhancing anticipatory thinking, planning strategic foresight methods for future city, and making workable policy for sustainable city. Taking this experience, each country perceived the importance for better future and sustainable development strategy. For sharing and developing idea from various countries, a forum-workshop was organized from 21 to 24 May 2014 in Laoag City, the Philippines.

 

             Under the theme of 'Resilient Cities, Brighter Futures,' the forum was held by the UNESCO Social and Human Sciences Sector, the UNESCO National Commission of the Philippines, the Center for Engaged Foresight in collaboration with the City Government of Laoag, Northwestern University Laoag, Tamkang University Taiwan, the Hawaii Research Center for Futures Studies, SMART Communication Philippines and and the International Society for Heal Being Studies, South Korea.The focus of this forum-workshop was on enhancing participants’ capacity both to make sense of existing and emergent systems, of all kinds, that create social and economic value as well as to begin to identify the potential for the novel approaches that are necessary to achieve a transition to sustainable societies.

더 나은 미래를 위한 포럼 ‘회복력 있는 도시, 더 나은 미래’

 

 

       필리핀에 큰 피해를 입힌 제 30호 태풍 하이옌’. 지난해 11월에 나타난 이 태풍은 필리핀 중부 상륙 당시 최대풍속 235km 순간풍속이 235km로 역사상 가장 강력한 폭풍 중 하나로 손꼽히며, 필리핀뿐 아니라 베트남을 거쳐 동남아시아 지역에 엄청난 피해를 가져다 주었다. 도시를 포함한 필리핀 다수 지역에 인명 및 재산 피해가 막대하였는데, 세계보건기구(WHO)는 태풍 하이옌에 따른 피해규모를 최고수준인 ‘3급 재해로 분류하였다. 이후 여러 나라들이 물심양면으로 태풍으로 인한 피해를 복구하기 위해지원을 아끼지 않았다.

       이러한 큰 자연재해 이후, 필리핀은 재난 시 효율적인 대처를 위하여 기존 위기관리시스템에 대한 투자와 적응능력 향상에 계속하여 힘써왔다. 또한 필리핀을 포함한 여러 나라와 기관들은 기후변화를 바탕으로 한 선견지명, 더 효과적인 도시계획, 정책창출에 관심을 가졌다. 이러한 경험을 계기로 각국은 지속발전 가능한 도시와 더 나은 미래를 위한 중요성을 인식하고, 지난 5월 21일부터 24일까지 4일간 필리핀 라왁(Laoag)에서 포럼을 개최하였.

       이번 포럼의 주제는 회복력 있는 도시, 더 나은 미래(Resilient Cities, Brighter Futures)’이다. 유네스코(The UNESCO Social and Human Sciences Sector), 유네스코 필리핀 위원회(The UNESCO National Commission of the Philippines), 라왁 도시정부 기관(The Center for Engaged Foresight in collaboration with the City Government of Laoag), 라왁 북서부 대학교(Northwestern University Laoag), 대만 담강대학 (Tamkang University Taiwan), 하와이 미래 연구 센터(the Hawaii Research Center for Futures Studies), 국제힐빙학회(The International Society for Heal Being Studies) 등이 협력하여 포럼을 개최하였다. 본 포럼은 필리핀 도시의 미래 탐구, 평가 및 토론, 다방면의 통찰력을 증진시키기 위한 미래 상상, 미래에 더 효과적인 결정을 하기 위한 능력 향상, 지속 가능한 사회로의 전환 달성을 위한 인식 향상, 미래에도 지속 가능한 기술소개 등을 주제로 삼았다
