The Review Meeting for Draft Development and the Preparatory Meeting for Piloting was held in Geneva, Switzerland on 14-15 August 2017. National experts from each of the four beneficiary countries –the Kingdom of Cambodia, Colombia, Mongolia and Uganda – and staffs from UNESCO International Bureau of Education (IBE) and Asia-Pacific Centre of International Understanding (APCEIU) gathered for the meeting.

At the beginning of the meeting, Dr. Utak Chung, Director of APCEIU, mentioned that “through the devotion and endeavors made by the four countries and IBE, our project could bear fruits. The APCEIU will continue to vigorously support mainstreaming GCED in the four countries.” 
In response, Dr. Mmantsetsa Marope, Director of IBE, said, “we are here together to learn from the experience and build a global public good. Through this project, we foresee the participating countries to become ‘best practice countries’ of GCED.”

During the two-day meeting, delegates of the four countries presented the progress achieved in process of developing draft curricula. Based on the country-specific contexts and demands, the outcomes of the curricula vary by country: 
- Cambodia: GCED-integrated national curricula in history and moral-civic subjects
- Colombia: GCED teachers’ guidelines
- Mongolia: GCED manual for teachers
- Uganda: GCED teaching and learning materials

In the session of designing pilot programmes, IBE introduced key guiding principles and strategies of piloting and monitoring processes. Especially, there was a set of practical activities provided by IBE so that the participants were able to enhance their understanding about piloting processes and help them refine their piloting plans. With the draft curricula developed, each country plans to implement their own pilot in the 2nd half of the year.

지난 8월 14-15양일 간 스위스 제네바에 위치한 유네스코 국제교육국(International Bureau of Education, IBE)에서 세계시민교육 교육과정개발 2차년도 사업과 관련한 중간점검 및 시범운영 준비 회의가 열렸다. 이번 회의에는 캄보디아, 콜롬비아, 몽골, 우간다 4개국 대표들과 유네스코 국제교육국 및 아태교육원 담당자들이 참여했다.

회의에 앞서 아태교육원 정우탁 원장은” 4개국과 유네스코 국제교육국의 헌신적인 참여와 노력으로 인해 사업이 많은 결실을 맺고 있다”면서 참가자들에게 감사를 표했다. 또한 “아태교육원은 남은 사업기간 동안 4개국에서 세계시민교육이 더욱 활발히 확산될 수 있도록 모든 지원을 아끼지 않을 것”을 약속했다.
이에 대해 유네스코 국제교육국의 마로페 국장은 “우리가 여기 모인 이유는 서로의 경험을 나누고 모두를 위한 공공선을 구축하기 위함”이라고 강조하면서  “이 사업을 통해 모든 참여국가들이 세계시민교육의 우수사례국이 되기를 기대한다”고 밝혔다. 

이틀 간의 회의기간 동안 4개국은 커리큘럼 초안 개발과 관련한 진행상황을 공유했다. 각국별로 세계시민교육에 대한 수요와 배경에 따라 개발 중인 커리큘럼의 형태는 각각 다르며, 각국 커리큘럼 개발에서의 중점사항은 다음과 같다.
· 캄보디아: 세계시민교육을 반영한 역사과 및 사회도덕과 국가교육과정
· 콜롬비아: 교사를 위한 세계시민교육 가이드라인
· 몽골: 교사를 위한 세계시민교육 매뉴얼
· 우간다: 세계시민교육 교수학습자료

다양한 회의 세션 중 시범운영 프로그램을 직접 구상해보는 워크숍 세션에서 유네스코 국제교육국은 시범운영과 모니터링의 주요원칙과 전략에 대해 공유했다. 특히 참가자들은 유네스코국제교육국인 제공한 실질적인 액티비티를 통해 시범운영 과정에 대한 이해를 증진시키고 각자의 시범운영 계획을 다듬을  수 있었다. 각국은 하반기 중 이번에 개발한 커리큘럼 초안을 바탕으로 시범운영을 진행할 계획이다.

APCEIU and the Ministry of Education, Youth and Sports (MoEYS) of Cambodia co-organized the Capacity-building Workshop for GCED Curriculum Development & Integration in Cambodia from the 18 to 19 July 2016. It was the first event since signing the MOU between APCEIU and the MoEYS, facilitating the implementation of a three-year project, “GCED Curriculum Development and Integration” that targets four different countries: Cambodia, Colombia, Mongolia, and Uganda. 

This Capacity-building Workshop was designed to enhance understanding and awareness of GCED among various stakeholders who will be frontrunners in advocating GCED and who will be leading steps towards integrating GCED into their national curriculum. Through the Workshop, the participants were able to map out the necessary steps towards attaining the goal set for the project.

A total of 100 key stakeholders from the areas of policy planning, curriculum development, textbook development, and teacher training and education participated in this Workshop. In particular, members from the national curriculum development sub-committees  gathered together in order to develop their capacities to advocate for GCED in Cambodia and explore ways to strengthen GCED in drafting course syllabi by subject and setting up learning standards.

At the beginning of the Workshop Dr. Utak Chung, Director of APCEIU, emphasized “reorienting national education systems to integrate GCED is a great commitment that requires a deep understanding of GCED, intense analysis of the national curricula, and strong partnerships between related stakeholders.” 

In response, H.E. Minister Hang Chuon Naron reaffirmed the MoEYS’ strong commitment to integrating GCED into Cambodian national curriculum and encouraged the participants to reflect GCED when reforming national curriculum. While addressing the key pillars of curriculum reform in Cambodia: teacher policy, inspection on school and school-based engagement, learning assessment, improvement of curriculum, textbooks and facilities, the Minister highlighted APCEIU’s GCED curriculum intervention as very timely considering Cambodia’s ongoing curriculum reform. In addition, in the case of Cambodia, the Minister proposed that this intervention can be more emphasized in two subjects—history and civic education—since it is possible to find more adequate spaces for integration of GCED in these subjects.

The Workshop consisted of various sessions helping to deal with GCED in the Cambodian context:  On the first day, Dr. Hyeran Yang from APCEIU’s Office of Research & Development, presented the overall structure and contents of GCED: Topics and Learning Objectives (TLOs)  to help participants to reflect on the national curriculum in view of integrating TLOs. Furthermore, Dr. Jungwoo Lee, Research Fellow of the Korea Institute for Curriculum and Evaluation (KICE), introduced a Korean case of strategic integration of GCED TLOs into national curriculum and provided the participants with an opportunity to grasp how GCED can be embedded in the Korean National Curriculum, especially in Social Studies.

On the following day, after sharing feedback on on-going situational analysis conducted by the International Bureau of Education (IBE), policy dialogue was carried out by inviting Prof. Sorn Samnang, Advisor to Royal Government of Cambodia; Dr. Chhem Rethy, Executive Director of Cambodia Development Resource Institute (CDRI); H.E. Put Samith, Director General of MoEYS; Mr. Heng Monychenda, Director of Buddhism for Development, and H.E. Dr. Chet Chealy, Rector at Royal University of Phnom Penh. During the policy dialogue exchange panelists exchanged ideas and insights on GCED localization in the Cambodian context, encouraging the participants to actively take part in promoting GCED in their own subject areas. 

This two-day Capacity-building Workshop successfully raised awareness of GCED among Cambodian key stakeholders as well as formed a solid foundation for effective implementation of GCED integration in Cambodia. As a result, APCEIU and the MoEYS launched the GCED Curriculum Development Committee in order to monitor the country-specific needs and impact of GCED intervention while also assisting in the implementation of the three-year project during 2016-2018.  Furthermore, another round of the national workshop will be organized with a focus on integrating GCED into the process of drafting course syllabi for specific subjects.
