The consultation meeting took place at UNESCO Headquarters, on 21-22th March, and international experts in education and in the prevention of violent extremism around the world gathered to share experiences and advise to develop the document of the technical guide. The guide will be designed to guide policy-makers of ministries of education to plan and implement the effective and appropriate education-based activities that can deal with the main issues of violent extremism. Also, A Teacher’s Guide on the Prevention of Violent Extremism, a publication made for educators, will be complemented.

The meeting highlighted the role and responsibilities of the educator sector on the topic of prevention of violent extremism, by providing realistic and pragmatic guidelines to policy-makers. To be addressed in the guide, critical issues, such as specific responsibilities of teachers, key skills and competencies that can against violent extremism and effective ways that educational stakeholders and other sectors of society can participate in prevention, were discussed.

This technical guide will be used as a policy tool in the education sectors based on world contexts, and the first draft will be finalized during the Global Meeting on Prevention of Violent Extremism, which will be held in September 2016.

On the International Day for the Elimination of Racial Discrimination, United Nations Secretary-General Ban Ki-moon called for increased global efforts toward eliminating racial discrimination. Since the agreement of 2001 World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance was adopted in Durban, South Africa, challenges and achievements that have been progressed were underscored in this year.

According to the message of the UN Secretary General, the world has undoubtedly strived to ensure non-discrimination and human rights in various ways, by introducing “new laws and safeguards, and establishing new institutions.” With this movement, civil society organizations started to work actively and vigorously, reinforcing the protection of human rights and preventing from discrimination.

However, he cited that the global efforts against discrimination are not yet enough, as we witness “a surge of intolerance, racist views and hate-driven violence”, listing racial profiling, violence against certain communities, and hostility toward minorities. He added that those sentiments toward “anti-refugee, anti-migrant, and anti-Muslim bigotry” result in violence and attacks, warning that Durban Declaration and Programme of Action is being weakened by political expediency. Highlighting the value of human rights and dignity for all, he also asked for “implementation of the framework, which can uplift not only those who suffer most profoundly but humanity as a whole.”  

On that day, Irina Bokova, Director-General of the UN Educational, Scientific and Cultural Organization (UNESCO) said that building “the defenses against racism and intolerance in the minds of every individual and within common institutions” is crucial to stand against racial discrimination. She mentioned that UNESCO emphasizes global citizenship education to foster International understanding, critical thinking and intercultural dialogue “to counter this evil”, which impedes peace and undermines the social cohesion within multicultural societies.
